Initialization State: Introduction. Once the Access Terminal (AT) is powered on by its user, it enters the Initialization State. Here, it:
1-Acquires the system.
2-Acquires the strongest available Pilot.
3-Synchronizes with the Control Channel cycle.
4-Acquires the System Time.
The Access Terminal then Transisitons to the IDLE state where it monitors the Control Channel to collect System Parameters, Access Parameters and various Configuration Parameters.
