BAD_FRAMES, PWR_MEAS_FRAMES, and TOT_FRAMES
Definition: BAD_FRAMES and TOT_FRAMES are used to make measurements used in forward-link power control. The mobile reports these measurements to the base station either on a periodic time basis or on a threshold basis when the forward-link Frame Error Rate (FER) reaches a certain threshold. The count TOT_FRAMES is the total number of received frames. BAD_FRAMES is the count of received frames which at 9600 bit/sec primary digital voice traffic had bit errors or the frame had insufficient frame error quality. The ratio of BAD_FRAMES to TOTAL_FRAMES is a measure of the quality of the forward link. PWR_MEAS_FRAMES is the number of forward-link traffic channel frames in the measurement period.

Example: In the Power Measurement Report Message (PMRM), the number of errors detected, ERRORS_DETECTED, is a 5-bit word and PWR_MEAS_FRAMES is a 10-bit word. If BAD_FRAMES is less than decimal 31, ERRORS_DETECTED is set equal to BAD_FRAMES. If BAD_FRAMES exceeds, 31, ERRORS_DETECTED is set equal to binary 11111. The ratio of BAD_FRAMES to TOT_FRAMES is expected to average about 1% when using the Rate Set 1, 9600 bit/sec variable rate vocoder. The Frame Error Rate (FER) may be somewhat larger, about 2 to 2.5%, for the Rate Set 2, 14400 bit/sec variable rate vocoder.
