34.0 Why is FER measured in Forward Power Control, rather than Eb/No?

Since FER are measured (not Eb/No as is the case in the Closed, Inner Loop strategy), this process is a direct reflection of voice quality. However, it is a much slower process.
  • It takes much longer to measure Frames Errors .

  • Since Orthogonal Walsh codes are used in the Forward Link, instead of offset Long PN codes, co-channel Interference is not an urgent issue. So, slow measurements do not add much degradation to system performance. (However, in order to be orthogonal, Walsh codes must be in phase. Multipaths therefore will still contribute to overall performance degradation)
