Introduction and Forward Link Power Control
By Dr. Ernest Simo

32.0 How many Power Control Strategies are used in IS-95 Systems?

In summary, there are essentially four strategies proposed for power control in the IS-95 standard:
Open Loop Power Control which is solely a Handset operation. It provides a coarse Open Loop power estimation on the Reverse Link.

The Closed, Outer Loop Power Control adjusts the Threshold Eb/No-T in order to control and maintain the desired Frame Error Rate (FER) on the Reverse Link.

Closed, Inner Loop Power Control which involves both the Mobile Unit and the Base Station. It measures the received Eb/No-M and provides a fine-tuned power Correction on the Reverse Link

Forward Link Power Control which also involves both the Mobile and the Base Station. It serves as Power manager, minimizing the Forward Link transmit power. It is a slow control mechanism based on the measurement of the FER in the Forward Link.
