30.0 What type of impact does Power Control have on voice quality?

Voice Quality is related to the incidence of Frame Errors on both the Forward and the Reverse Link. Specifically:
  • The percentage of Frame in Error out of the Total number of Full Rate Frames
  • The average number of consecutive Full-rate Frames in Error
These Frame Errors are largely correlated to the Bit-Energy to Noise (or Interference) density ratio Eb/No. The Frame Error Rate (FER) is also dependant on vehicle speed, local propagation conditions and the distribution of other co-channel mobiles.

Since Frame Error Rate is a direct measure of the signal Quality, CDMA quality performance will be measured in terms of FER rather than Eb/No. In other words, in order to assure a good signal Quality, it is not sufficient to maintain a Target Eb/No, it is also necessary to respond to specific Frame Errors as they occur.
